How did this guy become a citizen of the US?

Daily Mail:


Ruslan Maratovich Asainov, a 42-year-old naturalized U.S. citizen originally from Kazakhstan, was charged with providing material support to the terrorist organization.
Did he get in on a lottery?  This appears to be what happens when you do not limit immigration to the best and brightest.  The story does not explain how the guy became a naturalized citizen of the US.
