The weird belief that US should not ask for help investigating a crimes by US citizen

Washington Post:

White House official feared Trump’s Ukraine demands would undermine national security

“I did not think it was proper to demand that a foreign government investigate a U.S. citizen,” Lt. Col. Alexander S. Vindman, who is testifying before House impeachment investigators, says in a draft of his opening statement.

This is a more than passing strange idea.  Because it happens all the time.  Getting other countries to cooperate in criminal investigations is not a crime and not remotely an impeachable offense.  It is just sound practice.   Where did this guy get such a weird idea?  Why isn't the media calling him out on it?

If this is all the Democrats have they are wasting their time.
