Did European intelligence ignore the obvious before attacks?

NY Times:

Intelligence on Terrorists Stalls at European Borders

At least one of the Brussels suicide bombers, suspected of being a terrorist, was deported by Turkey less than a year ago, but Belgian officials said neither brother involved in the attacks had been under suspicion until recently.
I do not hold the current Turkish government in high regard, but the fact that they deported on the terrorist back into Europe should have been seen as a red flag requiring further scrutiny.
