Sen. John Kerry: Law of the Sea Treaty Can't Wait The reason it has been able to wait is because it contains several provisions that many find objectionable.  As originally  conceived it was a way to transferring wealth to countries who could not afford to exploit offshore resources.  I have not seen anything that really changes the original concept. It can wait forever.
