Putin wasting money on weapon systems Russia can't afford instead of investing in Russia

Plans to ship Moscow’s trash to the provinces are aggravating economic unrest. Confidence in Russia’s direction and in President Vladimir V. Putin have dropped.
Post-communist Russia embraced oligarchs rather than capitalism and freedom and the results has been a concentration of wealth in a few and no robust investment in enterprises that create jobs for the people.  Putin likes to display weapons system development, but can't afford to put most of them into development. 

His aggression in former Soviet states has led to sanctions which have cut its ability to grow Russia's energy business.  Because he likes to pose a threat to European neighbors, the Trump administration is opposing natural gas pipelines into Germany and the West. 

And while Germany wants the US to defend it from Russia, it is willing to become dependent on Russia for energy.  That looks like strategic incompetence by Merkel.  It should take a change in attitude in Russia to make such an investment.
