If these programs were really popular they would not need government funding

The Corporation for Public Broadcasting, AmeriCorps and the National Endowments for the Arts and the Humanities could be eliminated.
It is a good place to start cutting.  The Corporation for Public Broadcasting was started when there were only about three major networks, instead of the hundreds now available on cable and satellite services. It is just another subsidy for liberalism.  I expect to see deep cuts in other areas of government such as the control freaks at the EPA who have been running a corrupt bargain with environmental extremists.
