A conspiracy to end a cease fire they never wanted?

Interviews with aid workers, rescuers and residents, along with video and photographic evidence, point to a coordinated attack by Russian or Syrian aircraft, probably both.
In hitting the aid convoy they selected a target which did not have the capacity to shoot back.  It was a sitting duck because it was operating under the illusion that Syria and Russia would honor their ceasefire agreement.   Both had claimed that the US had breached the agreement when it fired on Syrian forces earlier.  Those forces evidently were not wearing identifying uniforms and were using non-standard weapons according to some US sources.
