Why illegal border crossings are shrinking?

Washington Post:
Under Trump, ICE arrests soar for migrants with no criminal records

Arrests of immigrants with no criminal records more than doubled from the previous year to 5,441 people in the first quarter of 2017.
The numbers seem small up against the volume of illegal immigrants who came into the country under Obama.  The upside to these arrests is that it should contribute to the deterrent effect of enforcing the law in slowing the illegal migration.  On Immigration, Trump's policies are looking like a success.
