Immigrant advocates have no deterrent policy
Ramos is not going to get his policy preference through Congress without demonstrating some form of deterrence to future illegal immigration. As long as his sole focus is on those who already illegal got here his policy preferences would only make the problem worse. Without consequences for coming here illegally there will be no deterrence. I don't think he cares about that aspect of the problem and that is why there are so many people who oppose him.
