Why was Obama bragging about Yemen policy when he knew government was fragile?

White House: ‘We Weren’t Surprised’ Yemen Allies Fell to Iran Backed Rebels

I think this is just another case of the President saying something he had no reasonable basis to believe for political expediency.  He has done that before.
