Corruption is an insidious  theft fro the people as a whole.  It burrows in and leads to inefficiencies and even more corruption.  It distorts the marketplace where goods and services are usually distributed ont eh basis of the seller with the best product at the best price.  Instead it goes to less efficient sellers who pay a bribe to a government official.
