What was Obama thinking when he made deal with Australia to take refugees they rejected?

Saturday’s call turned contentious after Prime Minister Malcolm Turnbull pressed Mr. Trump to honor an Obama-era deal to accept 1,250 refugees.
It is pretty easy to see what Australia got out of this deal.  Less obvious is any benefit whatsoever to the US in taking in someone else's undesirables.  Did Obama see these people as future Democrat voters?  Was it part of his desire to increase dependency in the US?
