Bloated blimp threat detection system yet to work

LA Times:

How a $2.7 billion air-defense system became a 'zombie' program

JLENS was billed as the answer to an ever-expanding list of threats, from cruise missiles to explosive-laden trucks. But the blimp-borne radar system has yet to perform as promised.
There were smaller blimp systems that were able to help detect threats to bases in Afghanistan, but apparently the ambitions for this program exceeded its grasp.  I suspect that even if it did work it would be vulnerable to attacks by a more capable enemy.
