Is Obama administration worried about the anti war left in Congress?

NY Times:

Kerry Warns Senate Against Curbs on Fighting ISIS

With a vote pending, Secretary of State John Kerry urged Congress not to set geographic or time limits on the campaign against the Islamic State.
When you consider that one of the more dovish Republicans, Rand Paul, wants a congressional declaration of war against ISIL Kerry's remarks have to be aimed at Democrats of the MoveOn persuasion.  It is an ironic posture for a guy who opposed most military use of force during his career.  It is the Obama administration that has imposed most of the limitations in the current fight with ISIL.
