Trump makes a mistake in criticizing George W. Bush

It can be argued that in both cases there was an intelligence failure, although in both cases there were snippets of information about a potential attack but none that disclosed the time and place of attack. And, the Iraq war demonstrates some of the potential problems with primitive warfare, which Trump himself says he opposed.
Why didn't he go ahead and criticize Franklin Roosevelt for a failure to stop the Japanese attack on Pearl Harbor. He seems ignorant of warfare and the actions of the enemy. What makes war different from building a sky scraper is that the sky scraper does not have independent judgment nor does it fight back. A thinking enemy usually scripts his attacks as a surprise.
