GOP dissidents want to stop the omnibus financing of the government

It was one of the things that the leadership promised in the 2014 election ans has not delivered on. Regular order would mean that a veto of a bill that cut funding for Planned Parenthood would not lead to a shut down. That would mess with a scheme that the Media and Democrats use to coerce the Republicans to agree to funding they deem immoral.
Obama would not be able to shut down the government to get more domestic spending while hurting national security. It would make it easier to stop the out of control spending that is increasing the national debt.
What I think they mean by "regular order" is separate appropriation bills for each department and for certain items within a department. That would take away Obama ability to shut down the government over one aspect of an omnibus funding bill.
