Their whole investigation was a knowing bad faith effort to facilitate a coup attempt when they knew the Russian collusion nonsense was a hoax and that the Steele dossier was garbage.
They set out to try to extort testimony against the President from people in his campaign by manufacturing process crimes and trying them on unrelated matters that they would not prosecute Democrats for.
They appear to have hoped that this would manufacture an obstruction of justice charge against the President to be used as an excuse for impeachment. It was an elaborate coup attempt.
