Why is Rosenstein defensive about the firing of Comey

NY Times:

‘Shaken’ Rosenstein Felt He Was Used in Comey Firing

After the F.B.I. director James B. Comey was fired, the deputy attorney general, Rod J. Rosenstein, privately appeared conflicted about his involvement in the dismissal.
It is strange that he would feel conflicted or troubled at all.  The IG report confirms basically what Rosenstein said about Comey when he was fired.  In fact, it shows that Comey engaged in other activity that would justify his firing.  If he is having second thoughts about his job, it is probably time to move on.  He has already angered Congress with his lack of cooperation in their investigation of the FBI misconduct. He is now coming across as someone with something to hide.
