New voters try to sway Georgia Senate race

Newsweek: 

Nearly 50,000 People Have Cast Ballots in Georgia Runoffs After Not Voting in November

I wonder if they are citizens of Georgia?  It could be enough to swing the vote for Democrats, although the current polling favors the two Republicans.
