Is this how Democrats took control of Northern Virginia?

Watchdog.org:
14,646 duplicate voters flagged in Fairfax, Maryland
It sounds like one of the reasons Democrats oppose voter ID.  Maryland is a heavily Democrat state and this maybe how they turned Virginia into a swing state.
