Saudi Arabia says foreigners who feel threatened may get a permit to carry a weapon. This sounds like it should apply to every non muslim in the Kingdom.

Recent al Qaeda killings have taken advantage of people who are unarmed. The Columbine type rampages will be very difficult if the potential victim is armed.
