Democrats vote fraud facilitation act will change things if it is passed

What happens to states’ elections laws if HR 1 becomes law?
This is a law to make it easier for Democrats to cheat and also allow illegals to vote. I think red states should follow Texas's lead if it does pass by and change all state and local elections to a different day from federal election days where state law will still prevail.
