Who is responsible for throwing away mail ballots supporting Trump?

Washington Post:

Barr is said to have told Trump about probe into discarded Pa. ballots that president cited as proof of widespread fraud

The WaPo appears to be misdirecting the importance here.  Who told Trump about the problem is not the issue.  The probe should be about who was responsible for throwing away the ballots and whether the Post Office can be trusted to deliver mail-in ballots for the President.
