What about San Francisco?

It’s not just offensive, it’s a matter of health and safety: Authorities have blamed the practice for the deterioration of Brazil’s infrastructure, including a deadly 2007 stadium collapse.
Look there is a reason why civilization means having toilets to relieve oneself.  So why isn't the media concerned about San Francisco and other California cities where public urination and defecation are allowed?
