A friend's son experienced this when he fell ill to the point he was immobile while working in London.  When his wife called for an ambulance to take him to the hospital, they told her to put him in a cab.  She explained that he was too sick to walk and they eventually relented.  But it is nothing like the emergency services available even in remote parts of Texas.
