Why would State Department oppose legislation imposing sanctions on war criminals?

New bipartisan legislation receives opposition from Trump administration
Using human shields by combatants is already a war crime.  It has been widely used by Islamist groups like Hezballah and Hamas.  I see no reason to make an exception for Islamists war criminals.
