Ending community policing resulted in fewer solved murder cases?

Baltimore seems to be a place where the police are not welcome into the community to work a case. I suspect the same may be true in Chicago. Homicides decreased under community policing but evidently, several people thought it was harassment instead of life-saving.
In major U.S. cities, black victims were the least likely of any racial group to have their killings result in an arrest, according to a Post analysis of about 55,000 homicides. The disparity fuels a vicious cycle.
