Use a fuel that does not pay the highway tax

How billionaire fills tank for $1 a gallon
T. Boone Pickens is using natural gas in his Honda Civic that runs on the fuel.  He fills it up from his home natural gas service.   Making this arrangement easier for motorist should be someone's priority and I do not mean the government.
