Construction of President Trump’s border wall has been slow going, in part because the Texans who own the land have to be coaxed or coerced to sell it, whether they want to or not.
Much of the Texas border with Mexico is in an arid region where water becomes a precious commodity for ranchers.  A border barrier needs to solve that problem to get acceptance from owners.  I perceive that there is a concern about trespassing by illegal aliens but the water problem needs to be resolved.
