Rebuilding does not happen overnight after a storm

Washington Post:
In Harvey’s wake, a Texas-size struggle to rebuild amid poverty

In Aransas Pass, schools have shut down for the year, and residents needing medical care will have to travel at least 20 miles to Corpus Christi until the local hospital can be repaired.
Aransas Pass may not be a wealthy community, but it will have access to state and federal funding to rebuild its school system and deal with its health care issues.   While a 20-mile drive to a hospital may see difficult to someone in Washington DC, it is not uncommon in a big state like Texas.

I live out in the country and most of my healthcare providers are around 70 miles away, although there are some facilities around 20 miles away.  It has never been that much of a problem even when dealing with life threatening problems.  The communities effected by the storm are already engaged in a cleanup effort and coming back to life.  They are also receiving considerable volunteer support from around the state and the country.
