Puerto Rico is having trouble distributing the supplies that have already been delivered
NY Times:
I have seen pictures showing shipping containers on the docks in Puerto Rico. Ships are also lined up to offload supplies. I think the problem in distribution comes from a lack of big rigs to get the supplies from the docks to the people. This could be because trucks were also damaged in the storm and some of the roads are still impassable. The military may need to bring in some trucks for the distribution effort. Residents in Puerto Rico say they are lacking basic supplies, but the White House insisted that its response has been adequate.
