Cornyn opposes amnesty for aliens

U.S. Sen. John Cornyn said Friday that he will vote against any immigration reform proposal that includes provisions amounting to "amnesty" for illegal immigrants already in the country.

Cornyn, R-Texas, said a guest worker plan by Sens. John McCain, R-Ariz., and Edward Kennedy, D-Mass., would reward illegal immigrants and "undercut our efforts to shore up homeland security."

Cornyn's comments seemed to dim prospects for a compromise when the Senate Judiciary Committee attempts to complete its work on the immigration issue Monday.

Cornyn is a member of the panel, which had been using the McCain-Kennedy proposal as a framework for negotiations. Their plan would allow illegal immigrants a path to U.S. citizenship by paying a fine, working for six years, paying back taxes and learning English.

Cornyn and U.S. Sen. Jon Kyl, R-Ariz., are co-sponsoring a competing bill, which Cornyn said would require illegal immigrants to return home within five years before they could get temporary work permits and re-enter the United States legally.

The NY Times reports that both bills would make all appeals go through US Court of Appeals for the Federal Circuit which is based in Washington. It currently handles no immigration cases.
