Why weren't Clinton and Comey prosecuted?

NY Times:

The encounter was one of the most blatant examples yet of how President Trump views the typically independent Justice Department as a tool to be wielded against his political enemies.
Did the Clinton campaign with the help of Comey conspire to use the Russian collusion hoax to overturn Trump's election?  They sure tried to do so and the DOJ seems willing to ignore what appear to be obvious violations of the law by both. 

I see nothing wrong with a President telling the DOJ to look into it.   I am still more troubled by Clinton's blatant mishandling of classified material and obvious obstruction of justice by concealing and destroying evidence than I am by Trump suggesting to DOJ they should do something about it. 

Comey also used a cut out to provide FBI documents to the media to attack Trump to further his attempt to bring down the President.  That should also be investigated as a crime.  The NY Times probably has a conflict of interest on the Comey case since it was the beneficiary of the illegal leak.
