Venezuela's thugocracy now seizing the water supply in attempt to extort more out of citizens

As the system falls apart, water becomes a luxury. Drivers who marked up costs initially are now getting shaken down too.
The government is accused of hijacking the trucks of drivers delivering water.  It is a regime that has resorted to theft of other people's assets from the beginning.
