When the power is off you need food that does not require refrigeration or cooking

Washington Post:
Why FEMA sent ‘junk food’ to Puerto Rican hurricane survivors

Cheez-Its, beef jerky and other gas station-caliber snacks have been derided on social media, but experts say critics don't understand how emergency food works.
Vietnam era C rations might also do the trick if you have a can opener.  You can't store fresh food on an island without electricity.  You can have it ready for delivery either since you don't know when it is going to be needed or where.   If I were in the situation Puerto Rico is in, I would be glad to get the food and water that FEMA is delivering.  It is just the kind of thing I keep around for emergencies here in the states,.
