A deterrent is not something you use. It is something you have that is supposed to avoid attacks. I have noted before how ridiculous it is for a bunch of atheist to threaten a "sacred war." The rant has become so incoherent that it suggest the North has become frustrated with its inability to intimidate the South Koreans.
