ISIL borrows the Mumbai strategy from al Qaeda

Islamic State Tactics Shift, Borrowing From al QaedaThe tactics used by ISIL in Paris look a lot like those used by al Qaeda or its Pakistani affiliate in Mumbai, where armed men engaged in mass murder of unarmed civilians while taking hostages. They also specifically focused on some Jewish targets. It is much easier to kill unarmed non combatants than to engage real fighters.
