ISIL propagandist have been threaten just such an attack for months if not longer. They have tried to do similar attacks in the US and have been generally thwarted by either the FBI or local police. The tactics used are a knock off of the Mumbai attacks by radical Islamist affiliated with al Qaeda and Pakistani terrorists.
