Top-level exodus at DHS hinders security mission

High turnover among Homeland Security leaders is a result of what employees describe as a dysfunctional work environment, abysmal morale and the lure of private firms paying top dollar.
It is hard to imagine an agency run by more people who hate its mission than DHS.  They actually look for ways to thwart the enforcement of laws they are sworn to implement.  It is probably going to take an election to change things for the better.
