Carbon taxes is a regressive immoral tax on the poor

The U.S. is missing from a World Bank declaration calling on all nations to force industries to pay for carbon emissions.
What state leads the nation in poverty?  California has the most people who are disadvantaged and it has the highest energy prices in the country.  These carbon taxes  are bad for the poor and are immoral imposition on the economy.  They are a bad idea meant to address the anti energy left's carbon phobias.
