UK looks after its crooks

Telegraph:

Father told to demolish garden pond 'because burglars could fall and drown'

Why not just leave the door open too?  I do not think I have ever heard of a country so concerned for the safety of thieves.  The castle doctrine appears to be extinct in the UK.
