How are you going to enforce a moving 1,000 feet exclusion zone against someone who is already undeterred by laws against murder? It is hard to see how this law would have stopped the killer in Tuscon. Is the guy going to think I can't kill these people because it would violate the 1,000 feet exclusion zone? Come on.
