Israel refuses to help Britain with inquiry into fake passports

Why would Israel want to help the UK unravel a portion of what has been described in the UK papers as a Mossad operation to kill a Hamas arms dealer? Perhaps the UK needed to go through the motions of making the request to save its relations with Dubai.
