Unfortunately Congress did not have fiscal discipline during the Kennedy and Reagan cuts. Under Clinton a Republican forced him to cuts spending and it head to balanced budgets and reducing the deficit.
It really was not that hard.
Actually history shows that cutting taxes increases revenue to the treasury because of increased productivity. It happened with the Kennedy cuts and the Reagan cuts as well as the cuts forced on Clinton.Cutting Taxes is Hard. Trump is Making it Harder.
