Isnilon Hapilon has been recognised by the Islamic State as its leader in Southeast Asia and belongs to Abu Sayyaf, a kidnap-for-ransom gang based in the southern Philippines.
 I would think he would be a more important target than the dope dealers the President of the Philippines has been focusing on.
