Elite U.S. troops establish outposts in Libya for ISIS fight

Two Special Operations teams totaling fewer than 25 troops are in the country to identify potential allies and gather intelligence on threats, officials said.
 The threats are probably numerous and the potential allies  are probably few.  It is going to take more than a few special operators to turn things around in Libya.  It would be a challenge for Captain American and the other combined superheroes.  Obama has probably provided more resources to push for transgender restroom privileges.
