In fighting organized crime, the military kills far more of its enemies than it injures. The authorities say soldiers are simply better trained. Others argue the numbers reveal something more ominous.
I doubt that the military is out of control.  They are fighting a particularly ruthless enemy that will kill anyone at anytime.  When it comes to mass murder, the Mexican drug cartels have the morals if ISIL.   They are just as dangerous in prison as they are on the loose.
