Can Libyan government control its new weapons?

Top diplomats met at a summit in Vienna where they pledged to lift an arms embargo to allows Libya to defend its people against the growing threat presented by Islamic State militants.
I am skeptical that Libya has sufficient control over its own forces to keep the new weapons from falling into the hands of the terrorists like they did when the Ghadaffi government was toppled.   This looks like a replay of what happened in Syria when the US armed rebels who promptly turned the weapons over to the enemy.  The Libyans need outside forces to fight alongside their troops to provide support and tactical assistance.
