Why did US fail to build an intel network in Syria to watch ISIL?

Intelligence gaps could limit U.S. action in Syria

In spite of growing the CIA’s network of informants, it could take months to build “necessary intelligence architecture” to expand the air campaign already targeting the Islamic State in Iraq.
It is not like these guys snuck up on us, or is it?  The Obama administration decided to engage in trash talking ISIL rather than preparing to deal with them and allowed them to become a much bigger threat.  Insults are no substitute for an effective strategy.  As problematic as it might be, they need to see if Syrian intelligence has information that will allow us to take direct action against them.
