Obama shows his political laziness and inept negotiation skills

To sidestep Senate approval, President Obama’s negotiators are devising what they call a “politically binding” deal to “name and shame” countries into cutting their emissions.
The guy is just not very good at the working of a democracy.  He lacks the ability to persuade  those who don't already agree with him.  This action is more like that of a petty despot than a world leader.  But how can he be a world leader when he can't even lead his own country?  The fact of the matter is that the globo warmers appear to be losing the debate over what to do about a warming planet.  Does he really think he can persuade other countries by insulting them and telling them to do things to harm their economy?
